Allow the File, Edit, Query, and Help menus to drop down on mouse hover.

It would be nice if hovering over the menu titles caused the menus to dropdown and show the items, rather than requiring a click action on the menu titles.

    ..Or, after clicking on one of the menu titles, hovering the mouse over the other titles results in the menus dropping down automatically. This is consistant with the behavior of Internet Explorer (when the menu is shown), Visual Studio, and other Windows applications that expose a menuing interface.
