Support custom project properties and environment variables
Sometimes we need to specify custom project properties and environment variables for a query, for example, <EnablePreviewFeatures>true</EnablePreviewFeatures> and env vars DOTNET_TieredPgo=1. Please allow us to customize project properties and environment variables.
